Starting Salary: $4,341.67 per month plus benefits

Salary Range for Position: $4,341.67-6,516.67 per month

This non-exempt, union position supports property asset management, development and acquisition activities of the Everett Housing Authority including but not limited to purchasing, renovation/development of affordable housing, grant and funding applications and other assigned tasks. This position requires the ability to organize and track documentation, think analytically, monitor several tasks simultaneously and meet deadlines.

REQUIRED FUNCTIONS AND RESPONSIBILITIES:

The following duties are illustrative only (i.e. not all inclusive)

Required Workplace Standards:

1. Works regular and reliable hours on site as required;

Required Functions:

  • Support pre-development activities, including:
    • research and analysis of housing markets to determine local unmet needs in area communities;
    • creation and management of project timelines, financial modeling of development and operating budgets;
    • preparation and submittal of funding applications;
    • assembly and coordination of the project team for housing development (i.e. consultants, architect, engineer, developer, general contractor, etc.);
    • review of all third party studies such as environmental assessments, market studies, appraisals, and architectural plans and specifications;
    • coordination and review all legal documents, third party contracts, financing contracts, and loan agreements.
  • Support development activities, including:
    • project/construction management;
    • contract administration;
    • investor/lender and regulatory reporting (such as: labor audits, site inspections and other assigned tasks).
  • Support post-development activities, including:
    • permanent financing process;
    • cost certification process;
    • compliance with all reporting agencies and guidelines for local, state, and federal programs for the construction elements of the project;
    • integration of development outcomes, to asset management, housing operations and resident services to ensure functional design and optimal operational efficiency to meet residents’ needs and ongoing project operational financial viability.
  • Support or responsible asset management activities, including:
    • Responsible to update and maintain the asset management data base;
    • Support in the selection, coordination and drafting of the capital improvement scope of work and budget preparation;
    • Support in the procurement of contractors for the capital improvements.
  • Responsible for the following activities:
    • to be a positive representative for EHA at local, regional, and national events and advocate for affordable housing as appropriate;
    • personal/professional development by identifying pertinent workshops and opportunities that contribute continued growth and to benefit EHA’s in house expertise;
    • work in a team based manner that includes regularly scheduled staff and agency meetings to plan the pursuit and accomplishments of EHA’s goals and mission;
    • annual evaluations with the Supervisor;
    • perform other duties as assigned.


MINIMUM REQUIREMENTS TO PERFORM ESSENTIAL FUNCTIONS

REQUIRED EDUCATION AND EXPERIENCE:

OPTION #1:

Master’s degree in public administration, community development, construction management, planning, or another related field.

PLUS

One year of closely related experience working in federally assisted housing programs;

Comprehensive computer experience MS Office, MS Project and estimating software.

OR:

OPTION #2

Bachelor’s Degree in business community development, construction management , planning or related field.

PLUS

Two years or more of paid work experience in performing contract administration, developing contract documents and managing and/or monitoring construction contract performance.

Comprehensive computer experience MS Office, MS Project and estimating software.

OR:

OPTION #3:

Minimum of six years paid work experience performing contract administration, developing contract documents, and work experience managing and/or monitoring construction contract performance;

PLUS

Comprehensive computer experience MS Office, MS Project and estimating software.

REQUIRED KNOWLEDGE OF OR SKILL IN:

  • Understanding that this is an entry level development position, the following are knowledge and skills to be measured during probation and annually thereafter:

  • Knowledge of the regulatory requirements, development and financing of process of affordable housing;
  • Knowledge of asset management principles, process and integration to benefit housing operations;
  • Knowledge of Federal and State environmental process navigation;
  • Computer skills (i.e. MS Office, MS Project, Yardi and other software as required).

LICENSES AND OTHER REQUIREMENTS:

  •  Valid Washington State Driver's license or ability to obtain one within 60 days and good driving record;

  •  Fair Housing Certification or ability to obtain in the first six months.

ADDITIONAL (DESIRABLE) QUALIFICATIONS

  • Completion of classes or courses within the last four years in construction contracting, facilities management or asset management;
  • Prior government work experience;
  • Prior housing authority work experience.
