This is a full-time union position working 37.5 hours per week. This position works exclusively with the Snohomish County Senior population. The Hope Options Housing Intervention Specialist is responsible for intervention activities with senior individuals residing in Snohomish County who are experiencing housing instability due to mental or behavioral health issues. This intervention involves accessing community resources, programs, and agencies throughout Snohomish County in an effort to stabilize housing. Intervention is defined as the process of client assessment, planning, problem-solving, referring and short-term case management with the goal being to assist with acquiring affordable housing, and housing stabilization in order to maintain the highest quality of independent living possible.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

Required Workplace Standards:

1. Works regular and reliable hours on site as required;

Essential Functions:

Housing Intervention Functions:

1. Drives throughout Snohomish County in response to community referrals;
2. Meets with individuals at the Hope Options office, or in their homes or other appropriate places, to assess circumstances related to homelessness or a pending loss of housing, and to provide assistance to the client to help them maintain or obtain more appropriate housing;
3. In the process of providing housing intervention assistance, determines eligibility for other necessary services, identifies unmet needs and barriers to service, and implements initial coordination of a service plan and/or refers client to a more appropriate service provider;
4. Establishes services that will help clients obtain or maintain stable housing;
5. Troubleshoots difficulties that are presented during the time the client is receiving housing intervention assistance, and provides follow-up case monitoring as determined appropriate by the supervisor;
6. Prepares service plans to implement activities and services required to secure housing stability. With participant consent, and as a part of the housing intervention service plan, makes other appropriate contacts and program referrals both to ensure that housing has been stabilized and that any ancillary service delivery is provided;
7. Works with programs and services in Snohomish County to ensure effective service delivery and non-duplication of service;
8. Maintains records of activities and contacts according to project procedures and supervisor assignment;
9. Attends in-service training sessions and staff departmental meetings;
10. Provides information about housing intervention services to other agencies and the general public as requested;
11. Assists in the preparation of program documentation to meet contract and Housing Authority requirements.

MINIMUM REQUIREMENTS TO PERFORM ESSENTIAL FUNCTIONS:

REQUIRED EDUCATION AND EXPERIENCE:

   OPTION 1

Master’s degree (preferred) in psychology, mental health, social work or related field AND one (1) year’s work experience in the field of mental health or in social services.  Experience with seniors and mental health highly preferred.

   OPTION 2

Bachelor’s degree in psychology, mental health, social work or related field AND two (2) years’ work experience in the field of mental health or social services. Experience with seniors and mental health highly preferred.

   OPTION 3

Six (6) years’ work experience in mental health and/or social services AND pertinent education/training in geriatric or mental health behaviors.

REQUIRED KNOWLEDGE OF/SKILL IN:

  • Knowledge of mental illness and behavior disorders;
  • Knowledge of intervention and problem-solving strategies for this    population;
  • Knowledge of the aging process and the difficulties inherent with such changes;
  • In-depth knowledge of available social services and how to access them;
  • Excellent oral and writing skills;
  • Use of good judgment skills in complex or emergency situations.

REQUIRED ABILITY TO:

  • Relate to clients in a professional, helpful manner;
  • Relate to landlords in a professional, helpful manner;
  • Communicate empathetically with clients on sensitive issues;
  • Work independently, efficiently and productively with minimal supervision;
  • Work professionally with co-workers, residents, landlords, social services, community agencies and the public;
  • Keyboarding equivalent to 35 WPM;
  • Comply with safety procedures pertinent to the work environment to  ensure personal safety and safety of elderly residents;
  • Read, write and speak fluently in English;
  • Consistently interact with community partners in a professional manner;
  • Drive a vehicle.

LICENSES AND OTHER REQUIREMENTS:

  • Valid Washington State Driver's license or the ability to obtain one within 30 days and good driving record;
  • Fair Housing Certification or ability to obtain in 6 months.

ADDITIONAL (DESIRABLE) QUALIFICATIONS:

  • Prior experience working with clients in housing crisis;
  • Prior experience with geriatric clients;
  • Knowledge of physical and  health issues pertaining to the elderly;
  • Fluency in Russian, Ukrainian, Vietnamese, Arabic or Spanish language;
  • Prior housing authority work experience;
  • Prior government work experience.
