Starting Salary Range: $7,321 - $9,517 per month DOE, plus benefits

SCOPE OF WORK:

Under the general supervision and direction of the Director of Development, the Senior Construction Manager will organize and assist with predevelopment, budgeting, entitlements, permitting, General Contractor procurement, project delivery management, and quality assurance and control, and project closeout. This role has leadership responsibilities in design constructability & value engineering, project logistics & construction administration oversight, construction scheduling, contract negotiation, preconstruction & construction execution, and construction reporting. The position may supervise and evaluate performance of assigned staff.

REQUIRED FUNCTIONS AND RESPONSIBILITIES:

The following duties are illustrative only (i.e. not all inclusive)

As a Senior Construction Manager at the Everett Housing Authority (EHA), you will:

  • Manage large scale multifamily & mixed use housing construction projects with typical project sizes in the approximate range of 100-350 units.
  • Collaborate with agency colleagues, general contractor, architects, engineers, suppliers, and subcontractors to determine the standards and specifications for multifamily development projects. Duties included but are not limited to:
    • Manage preconstruction oversight
    • Assist with design reviews
    • Assist with design cost reviews
    • Assist with constructability reviews
    • Assist with value engineering studies
    • Manage the review and execution of Contract with General Contractor
    • Manage coordination with local utility companies’ & regulatory agencies
  • Collaborate with agency colleagues, general contractor, architects, engineers, suppliers, and subcontractors to determine the budget, schedule, contract administration framework, quality assurance and quality control framework, and safety framework to meet financial and regulatory requirements for multifamily development projects. Duties included but are not limited to:
    • Influence project performance from administration, production, safety, and quality project management frameworks
    • Initiate standards and provide oversight for a document control system
    • Track and Review submittals
    • Review, process, and track committed and uncommitted change orders
    • Maintain Project Records
    • Review contractor payment requests
    • Provide 3rd Party owner consultant and testing administration
    • Coordinate with and manage local utility providers installation
    • Serve as liaison between Property Management and General Contractor
    • Serve as project quality control inspector representing Developer/Owner
    • Coordinate and oversee the procurement & installation of all FF&E
    • Coordinate building commissioning & Project Closeout
    • Assist in the support and oversight of Warranty responsibilities
  • Collaborate with the Procurement Department to solicit services and execute construction related contracts.
  • Oversight and tracking of General Contractor contract negotiations with external suppliers and trade partners.
  • Intradepartmental and external party collaboration to obtain and or track issuance of permits and licenses from the appropriate authorities.
  • Lead and/or participate in preconstruction, construction, and other development meetings throughout the development lifecycle to support and provide service to our partnerships and represent the housing authority’s and public interest.
  • Develop and implement project status reporting over the project lifecycle that is consistent with executive, investor, and broader stakeholder expectations for multifamily apartment construction reporting.

MINIMUM REQUIREMENTS TO PERFORM ESSENTIAL FUNCTIONS

REQUIRED EDUCATION AND EXPERIENCE:

  • Bachelors level degree in Construction or a closely related field. May substitute an additional five years of relevant work experience for the required degree.
  • Five years' work experience in a multifamily construction environment with construction manager or project manager responsibilities including but not limited to: preconstruction, bid & buyout management, budget management, project management, and contract management.
  • Large scale (100+ unit) housing project experience is preferred.

REQUIRED KNOWLEDGE OF OR SKILL IN:

  • Leadership in a construction and development environment.
  • Interpersonal skills using tact, patience and courtesy.
  • Verbal and written communications skills.
  • Current knowledge of large scale multifamily project delivery standards, logistics, & best practices.
  • Current knowledge of construction safety regulatory environments
  • Current knowledge of construction contracts and contracting best practices.
  • Current knowledge of construction administration and built environment technologies

REQUIRED ABILITIES AND COMPETENCIES:

Required Abilities:

  • High level proficiency with Microsoft Excel.
  • High level proficiency with project scheduling best practices and software programs such as Microsoft Project.
  • High level proficiency with project management platforms such as Procore and Bluebeam.
  • Self-starter, self-management capacities within a scaled production multifamily environment
  • Capacity to benchmark and refine project design standards and construction process methodologies to industry best practices.
  • Strong familiarity with multifamily ‘in the field’ practices and standards.
  • To maintain and develop strong external relationships within the construction industry. 
  • Supervise and evaluate all assigned personnel.
  • Establish and refine construction reporting and metrics for performance evaluation and risk management.

Written/Oral Communication:

  • Communicate with clarity and respect to all level of colleagues, community stakeholders, investors, and regulatory officials.
  • Concise email communications with control of technical material

Analytical Abilities:

  • Ability to review and provide interpretative analysis on architectural and engineering plans, construction specifications, contractor and consultant contracts, construction budgets, building and safety regulations, and other like documents in a fast paced schedule driven construction environment.

ADDITIONAL (DESIRABLE) QUALIFICATIONS

  • Ten plus years of multifamily construction / project management experience. 
  • Experience in managing single or multiple projects with total construction value in excess of $150M.
  • Experience with urban podium and high rise project types.
  • Experience with modular and CLT construction types.
  • Strong construction experience in utilities infrastructure.
