Starting Salary Range: $5,525 - $6,907 per month DOE, plus benefits

This position supervises the Certification Specialist functions and applications functions of the Housing Choice Voucher (HCV) Program. This position ensures compliance with federal, state, local and agency rules and regulations and supervises all staff involved in voucher administration functions, with particular emphasis on the Certification Specialist positions.


The following duties are illustrative only (i.e. not all inclusive)

Required Workplace Standards:

1. Works regular and reliable hours on site as required;

Supervisory Functions:

1. Supervises staff performing voucher administration and related functions;
2. Identifies, provides, and ensures staff training on all items connected to their work;
3. Assists with developing policies and procedures for the department;
4. Assists with developing and monitoring budgets;
5. Collects and compiles data, prepares and presents reports;
6. Leads or attends meetings as necessary or as directed;
7. Maintains compliance with EHA Personnel Policies and union contracts;
8. Assists with employee hiring; monitors staff performance, evaluates and recommends discipline as necessary.
9. Ensures compliance with federal, state and agency rental policies and regulations;
10. Maintains on-going data collection, monthly performance reports and other reports as needed.

Quality Assurance Functions:

1. Routinely reviews, corrects and uploads PIC error corrections weekly for all clients, including Project Based, Port Out and Mod Rehab vouchers to ensure PIC data adequately reflect Housing Authority data;
2. Samples at least 20% of Voucher Specialists’ work to ensure reviews and audits are accurate, timely and properly recorded;
3. Maintains database of identified errors to assist in identifying trends, training needs, or recommend procedural changes;
4. Prepares and submits reports to the Director HCV Program.
5. Monitors staff responsiveness to constituent requests.

Program Coordination Functions:

1. Serves as a member of the forms committee to assist in determining the need for and development of updated or new forms
2. Identifies and targets training needs of program staff to ensure high quality of work;
3. Assists with developing and conducting training;
4. Assists in leading regular department and other team meetings;
5. Monitors EIV income discrepancy reports, duplicate id reports, deceased social security reports, new hires report, and other databases made available by HUD to ensure staff is aware of, and taking action on, these reports;
6. Ensures staff access, and use of, HUD websites and other web-based resources provided by the Housing Authority, including Nan McKay’s Library;
7. Monitors and maintains the monthly lease up and voucher activity statistics; runs reports and other requests for data or statistical information;
8. Acts as the Director of HCV Program’s back-up as necessary;
9. Responds to Program’s general client/landlord complaints or questions;
10. Regularly reviews relevant web sites for new policies and procedures.

Provides Fill-in Coverage for Absent Staff:

1. Reviews absent staff’s incoming documents to determine need for action;
2. Completes work as needed for any Certification Specialist who is absent;
3. Coordinates schedule as practical with the Director HCV Program to ensure continuous coverage;

Assists Director and Certification Specialists:

1. Assists with resolving client/landlord problems, serves as the vendor liaison for the department;
2. Prepares terminations with Certification Specialist’s assistance and Director’s assistance as needed; provides complete termination packets to the Director.
3. Attends hearings to speak for the Housing Authority in the absence of the Director, calling the Certification Specialists and others as witnesses if needed;
4. Works with law enforcement and social service agencies including DSHS, CPS, Employment Security, Refugee Forum and others as appropriate;
5. Works with law enforcement personnel and other government agencies as necessary;
6. Assists with reports, business correspondence, and SEMAP reports;
7. Assists Certification Specialists with weekly and monthly balancing of HAP changes (rent rolls).



OPTION #1:  Bachelors degree PLUS two years of paid work experience in public housing, property management or subsidized housing with demonstrated increase in responsibilities.
OPTION #2:  AA Degree or equivalent education, PLUS four years of paid work experience in a field such as public housing, property management or subsidized housing experience, with demonstrated increase in responsibilities.
OPTION #3:  A minimum of six (6) years of paid related work experience in a field such as public housing, property management or subsidized housing experience which includes at least one year of paid lead or supervisory experience in public housing, housing property management or a subsidized housing environment during such employment.


  • HUD Section 8 or Housing Choice Voucher Management, or Tax Credit Regulations and Washington State Landlord Tenant Law;
  • Business/professional experience;
  • Diversity issues;
  • Frail elderly, disability and low income issues;
  • Customer service and quality assurance methodologies;
  • Assisting in the development of policies and procedures;
  • Developing and monitoring budgets;
  • Collecting and compiling data, preparation and report presentation;
  • Reading, understanding and applying Personnel Policies and union contracts.


  • Work independently in a non-structured setting with minimal supervision;
  • Manage time and tasks efficiently with limited supervision;
  • Train, supervise, and evaluate employees;
  • Prepare comprehensive reports;
  • Develop forms and maintain historical record of documents;
  • Audit work of others to ensure accuracy and completeness;
  • Work professionally with co-workers, clients, landlords, social service agencies, HUD employees and the public;
  • Speak and understand English and follow oral and written directions;
  • Develop and apply training modules;
  • Perform basic math skills including addition, subtraction, multiplication, division, fractions and percentages;
  • Proficiently use computer programs (Outlook, Word, Excel, Access and specialized software programs);
  • Develop letters, memoranda, reports, leases and legal papers using grammatically correct English
  • Focus on details;
  • Drive a vehicle.


  • Valid Washington State Driver's license or ability to obtain one within 60 days and good driving record;
  • Nan McKay or equivalent Certification in Section 8 Management required, or ability to obtain certification within 12 months.


  • Fluency in Russian, Ukrainian, Vietnamese, Arabic or Spanish language
  • Awareness of services or resources available to low income seniors, families and persons with disabilities
  • Prior government work experience
