Business Manager

The Business Manager provides leadership and coordination of business and operational functions for a governmental-funded research center engaged in the study of “smart cities” and the engineered systems of sustainable urban environments. The center is currently in a start-up mode and the Business Manager will be expected to develop operational and administrative processes and manage process improvement.

Oversee all program-related financial operations of Stanford University’s legal entity in the Republic of Korea, including transactional accounting processes and internal controls, compliance and reporting requirements for the funding agency, the university, and Korean GAAP.

This position will also be responsible for human resources activity including recruitment and onboarding, support for business travelers, payroll coordination, and supervision of administrative staff. 

The Business Manager will partner closely with the faculty director and the Center Director to maintain strategic alignment and manage the business components of research initiatives.  This position will report to the Center Director.

CORE DUTIES

Financial Management

  • Develop Annual budget plan for government subsidy funds in coordination with Managing Director and with faculty director’s approval.
  • Manage expenditures using a government subsidy fund management system compliant to the relevant policies, procedures, and financial standards. 
  • In charge of budget management, expense verification activities, and cashflow forecast. 
  • Develop systems to track, record and report on the center’s financial activities. Develop internal controls, reporting and reconciliation process cycles, transactional submission and approval workflows, budget, and expense documentation/archiving protocols.
  • Collaborate with the university's Regional Controller-Asia and University’s Global Business Services function to develop written local policy and procedure documentation, consistent with Stanford’s requirements. Support the education of South Korea personnel to comply with said policies and procedures.
  • Develop different revenue streams (government funding, philanthropy, and of-profit activities) for the center/entity. Ensure compliance with government requirements, Korean accounting standards and industry best practices for the recognition and expense of such revenue, ensuring appropriate books and records are maintained.
  • Coordinate with the Board of Directors for revenue acceptance.
  • Establish procedures and systems for capital asset management and provide oversight of property management.
  • Routinely report to the JB Board of Directors, as well as provide management reporting to the university.

Operations Management

  • Develop and evaluate business processes and operational and/or financial effectiveness. Analyze and resolve complex issues and provide alternative solutions as necessary. May lead process improvement for immediate units.
  • Analyze unit needs and make recommendations to leadership for changes in staffing, facilities, health and safety compliance, finance, technology and/or administrative functions.
  • Liaise between internal management and external stakeholders such as government officers and vendors.
  • Develop, communicate, implement, and maintain documentation of research center policies, business processes, organizational plans, and business objectives to facilitate the effective and efficient performance of the center and its compliance with university and agency policies and legal expectations.

Human Resources Management

  • Oversee the development and dissemination of human resources policies, procedures, and programs to ensure eligibility of staff for employment, including legal authorization to work in South Korea.
  • Ensure eligibility of any contractors to work legally in South Korea and to perform contracted services for the center.
  • Manage hiring, onboarding, and required training.
  • Coordinate with Stanford Global HR to establish and oversee all local benefits programs and processes.
  • Establish, maintain, and communicate health and safety protocols for all staff activities, including research activities.
  • Evaluate human resources business processes and operational and/or financial effectiveness. Ensure staffing expenses align with budgetary expectations and research objectives of the center.
  • Supervise payroll, time off accrual and expense, over-time, labor standards, and employment policy documentation.
  • Act as an objective and confidential intermediary for employees and supervisors. Participate in conflict resolution, mediation facilitation, problem solving, and negotiation with/between supervisors and employees.

These duties may be amended from time to time to suit the business of the Stanford Center at the Incheon Global Campus

MINIMUM REQUIREMENTS

Education and Experience

  • Four-year University level degree and/or seven years of relevant experience in administrative and financial management.

Knowledge, Skills, and Abilities

  • Experience with Korean Government Projects (e.g., dealing with government subsidy funds) preferred.
  • Strong financial expertise in accounting, budget planning and financial forecasting.
  • Proficiency using E-NARA system is preferred.
  • Native Korean language proficiency, both oral and written.
  • An advanced level of English skills both oral and written to enable effective communications with others whose primary language is English.
  • Advanced knowledge of Korean culture, history, and business etiquette.
  • Knowledge and understanding of accounting systems, including experience in implementing accounting systems for global use. Knowledge of Oracle Cloud ERP applications is desirable.
  • Advanced knowledge of Microsoft and Google applications as well as familiarity with Slack, Zoom or other collaboration/communication tools.
  • Demonstrated ability to establish priorities, manage shifting priorities, and handle numerous time-sensitive projects with multiple deadlines, working independently and collaboratively as appropriate with professional colleagues both within the center and abroad in a team-oriented environment.
  • Ability to accomplish goals working through formal and informal channels, with diplomacy and tactfulness. Strong attention to detail with a high level of accuracy.
  • Demonstrated creativity, problem solving, critical analysis, initiative, judgment, and decision-making skills.
  • Strong interpersonal skills, adept at fostering and maintaining effective collaboration, trust, teamwork, and respect.
  • Excellent planning and organizational skills.
  • Strong knowledge of industry standards and/or regulatory requirements.

  • Must be legally authorized to work in South Korea.
  • May work variable hours, evenings, or weekends.
  • May travel locally and/or internationally with occasional overnight travel.
